Ministry Instructs Principals to Submit Names of P1 Teachers with Referrals
Students who did not complete their P1 course owing to referrals are relieved because the Ministry of Education (MoE) has instructed principals of all primary training colleges to assemble, sign, and submit all referrals and students’ names to the ministry.
According to a memo from MoE Director of Education Yusuf Karayu, which Mwalimu News obtained on August 28, 2024, many students had not yet taken their final exams because of the subject’s phased-down referrals.
The P1 Course was phased out and replaced with the Diploma Course in Teacher Training. However, there have been occasions where students who received referrals in the phased-out P1 Course did not take exams in the particular courses to which they were referred and thus did not complete the P1 Course.
“The purpose of this letter, therefore, is to request you to compile and sign all cases of referrals in your respective colleges as per the attached template,” a part of the memo said.
By the end of August, the principals must send each student’s name to [email protected] and copy [email protected] for administrative action.

In 2020, the government abolished the long-standing P1 course for primary school teachers and replaced it with the Diploma as an entry point.
This was done to respect the norms of the teaching profession as outlined in the TSC Act of 2012.
