TSC Denies Receiving State Directive to Permanently Hire State House Girls’ BoM Teachers.
According to the Teachers Service Commission (TSC), it has not received directives to hire State House Girls’ Board of Management (BoM) teachers on a permanent basis.
Mugeria Lempaa and Kariuki Advocates received a memo from the commission, signed by one of its legal officers, stating that the government has established avenues for disseminating information that affects practice and public policy.
The memo stated that, at the outset, the commission was not aware of any request from H.E. the President to directly employ teachers engaged by the Board of Management at State House Girls, Nairobi. Additionally, the Head of Public Service had not issued any presidential request or directive to the commission, to their knowledge.
“At the outset, permit us to indicate that the commission is unaware of any request by H.E. the President to employ the teachers directly engaged by the BOM, State House Girls, Nairobi. In our recollection, the Head of Public Service has not made any such request or directive to the Commission on behalf of the presidency,” the memo reads.
However, the commission pledged to consider and handle such a request in compliance with all relevant laws and regulations.

The memo stated that it should be appreciated by everyone that, in fulfilling its constitutional and statutory duties, the TSC adheres strictly to the values and principles of Public Service, along with other noble ideas set forth by the Constitution and statutory law.
It also noted that, in the absence of a formal request on the matter, the opportunity to either respond to or decline the “directive” had not yet materialized.
“Note that in the absence of a formal request on the subject, the opportunity to respond to you or decline the ‘directive’ has yet to crystalize,” the memo further reads.
