TSC Implements New Teacher Salaries and Allowances: Phase Two 2021-2025 CBA.
Teachers across the nation will see a pay increase. According to their job groups, teachers will receive between Ksh.1,000 and Ksh.3,000 more on their pay stubs.
The Teachers Service Commission (TSC) has already issued a circular outlining the complete execution of the second phase of the 2021-2025 Collective Bargaining Agreement.
According to a memo dated August 29, 2024, signed by commission CEO Dr. Nancy Macharia and addressed to all regional, county, and sub-county directors, principals of diploma teachers colleges, primary teacher training colleges, and the director of the Kenya Institute of Special Education (KISE), the second phase of the reviewed CBA will take effect on July 1, 2024, for all teachers in service, except intern teachers.
The commission stated that teachers transitioning to the new wage scales will keep their current incremental dates.
However, the commission noted that instructors will receive their annual increment on the old salary scales and then convert to the new salary points with effect from the same date if the increment date falls on July 1, 2024.
Implementation Delay
Financial constraints delayed the salary review, which the fraternity had planned to begin with the current fiscal year on July 1st.
Despite the division between the two largest unions, KNUT and KUPPET, over the teacher’s strike, the government has consistently stated that it has found Ksh. 13 billion to fund the increase.
According to Teachers Updates News, the lowest-paid teacher in Grade B5 will now earn Ksh. 23,830, up from Ksh. 22,739.
A senior teacher at the primary school level in grade C2, who currently receives Ksh. 45,776 in basic pay, will receive Ksh. 47,858.
A mid-grade C5 teacher, including primary school head teachers, will see their basic pay increase from Ksh. 78,667 to Ksh. 79,651.
The highest-paid teacher, a chief principal in Grade D5, currently earns Ksh. 159,534. That figure is expected to rise to Ksh. 162,539.
This indicates that the pay review ranges from Ksh. 1,037 for the lowest-paid to Ksh. 3,005 at the highest level.
Allowances
Teachers with job grades classified into 11 are eligible for a variety of allowances. Monthly commuting allowances range between Ksh. 4,000 at the entry level and Ksh. 16,000 at the highest level.
They are eligible for annual leave allowances ranging from Ksh. 4,000 to Ksh. 10,000, depending on their job category.
Depending on their job group and region, teachers are eligible for a hardship allowance ranging from Ksh. 6,600 to Ksh. 38,100.
Housing allowances, which fall into three broad categories based on geography, are also available to teachers.
In cluster one, which includes Nairobi-based teachers, the housing allowance ranges from Ksh. 6,750 to Ksh. 50,000, depending on the job group.
Other cities and significant towns, including Mombasa, Nakuru, Eldoret, and Nyeri, have housing allowances ranging from Ksh. 4,500 to Ksh. 35,000.
Other regions classified as former municipalities receive housing allowances ranging from Ksh. 3,850 to Ksh. 25,000. The Ministry of Education has vowed to have the resources ready for the August wages, including arrears accrued in July 2024.
As a result, the lowest grade B5 teachers will receive Ksh6,750 in Cluster 1, Ksh4,500 in Cluster 2, and Ksh3,850 in Cluster 3.
However, all other allowances, such as hardship, commuter, annual leave, and disability guidance, have not changed.
