24,000 TSC Intern Teachers to Get Permanent Jobs in July.
Treasury Cabinet Secretary John Mbadi has announced that 24,000 newly recruited intern teachers will be converted to permanent and pensionable terms effective July 2027.
The announcement was made on June 11, 2026, during the presentation of the 2026/27 Budget Statement in the National Assembly.
Mbadi stated that the conversion forms part of the government’s ongoing investment in the education sector and efforts to address teacher staffing requirements in public schools.
“Further, the newly recruited 24,000 intern teachers will be converted into permanent and pensionable in July 2027,” Mbadi told Parliament.
The latest commitment follows an earlier government decision to convert 20,000 intern teachers to permanent and pensionable terms beginning January 2027. To facilitate the transition, the National Treasury has allocated KSh4.9 billion in the 2026/27 financial year.
In addition, the Cabinet Secretary revealed that KSh8.2 billion has been allocated to support the teacher internship programme during the 2026/27 financial year as the government continues deploying teachers to public learning institutions.
According to the budget estimates, the Teachers Service Commission (TSC) has been allocated KSh424 billion, making it the largest recipient of funding within the education sector.
Mbadi noted that the government has intensified teacher recruitment over the last three years and indicated that additional investments would continue to be directed towards the sector.
“By next year, this government will have employed 116,000 teachers. On average, that is more than 20,000 teachers per year. No previous government has ever employed more than 10,000 teachers per year,” he said.
The Cabinet Secretary also defended the level of funding allocated to education, stating that the sector remains the largest beneficiary of government expenditure among ministries, departments, and agencies.
“In 2026/27, we are proposing KSh784.5 billion, which is 26.4 per cent of the ministerial budget. Therefore, it is not correct that this government is defunding education. In fact, we are funding it more,” Mbadi said.
The conversion of the 24,000 intern teachers will increase the number of teachers transitioning from internship arrangements to permanent and pensionable employment under the current administration.

The government has previously faced calls from teachers’ unions, education stakeholders, and legislators to absorb intern teachers into permanent employment, citing differences in remuneration and employment benefits between internship and permanent terms.
A significant number of intern teachers have been deployed to Junior Secondary Schools following the implementation of the Competency-Based Education (CBE) curriculum, which has increased demand for teaching personnel across public schools.
