The Teachers Service Commission (TSC) has issued staffing guidelines requiring school administrators in senior schools to continue undertaking classroom teaching responsibilities in addition to their administrative duties.
Under the staffing regulations, principals, deputy principals and senior masters have been assigned specific teaching workloads based on the number of classes in their respective institutions.
According to the guidelines, principals serving in schools with between one and six classes will be required to teach 15 lessons per week. Deputy principals in the same category of schools will teach 24 lessons per week, while senior masters will be assigned 27 lessons per week.
In schools with between seven and 12 classes, principals will be required to teach 12 lessons per week, deputy principals 18 lessons per week and senior masters 24 lessons per week.
For schools with 13 classes or more, principals will be assigned 10 lessons per week, deputy principals 15 lessons per week and senior masters 24 lessons per week.
The staffing framework provides for reduced classroom teaching responsibilities for administrators as the number of classes increases, while maintaining direct participation in instructional activities.
The regulations further establish a standard teaching workload of 27 lessons per week for teachers in senior schools. Each lesson has been prescribed to last 40 minutes.
Teacher staffing requirements will be determined through a formula that takes into account the total number of lessons offered for each subject and the reduced teaching workloads allocated to administrators.
Under the formula, the total number of lessons offered per subject, together with any lesson deficit arising from administrators’ reduced teaching loads, will be divided by the standard workload of 27 lessons per teacher per week to determine staffing requirements.

The guidelines have been released amid ongoing discussions regarding the responsibilities of school administrators under the Competency-Based Curriculum (CBC).
The development follows a recent clarification by the Teachers Service Commission dismissing a viral poster that had claimed the Commission was considering a proposal to exempt headteachers and principals from classroom teaching duties.

The latest staffing regulations confirm that principals, deputy principals and senior masters will continue to undertake classroom instruction while simultaneously discharging administrative, managerial and supervisory responsibilities within their institutions.
The Teachers Service Commission indicated that the teaching workload allocations will form part of the staffing framework used in the implementation of senior school programmes under the Competency-Based Curriculum.
