    What Teachers Stand to Gain: 9 Allowances in the TSC Bill 2024

    Parliament is currently considering the Teachers Service Commission (TSC) Amendment Bill, 2024, which is proposing several significant modifications to the remuneration structure for teachers.

    The Teachers Service Commission Act was amended by the measure, which was sponsored by Mandera South MP Abdul Haro and dated April 19, 2024.

    The bill will introduce a variety of allowances that are designed to enhance the financial benefits of educators in a variety of situations if it is passed.

    It is important to note that the amendment has not yet been subjected to the first reading in parliament.

    “The principal Act (Teachers Service Commission Act) is amended by inserting the following new schedule immediately after the Third Schedule,” according to a portion of the act.
    In this amendment law, the allowances paid to teachers will be amended as follows:

    House Allowance

    Every teacher employed by the TSC will receive a house allowance at a rate that is determined by the commission.

    It is important to note that teachers who are currently on interdiction will continue to receive their complete house allowance until their case is resolved.

    Commuter Allowance

    The commission will provide commuting allowances to teachers; however, such benefit will not be extended to teachers who are suspended or under interdiction.

    Hardship Allowance

    A hardship allowance will be provided to teachers who are assigned to schools in designated hardship areas, with the rate being determined by the commission.

    Special Duty Allowance

    This allowance will be available to teachers who are stationed in arid and semi-arid regions or who are conducting administrative duties that exceed their grade.

    When a teacher is transferred, relieved of administrative responsibilities, or achieves the grade required for their position, the honorarium is terminated.

    Responsibility Allowance

    Heads of institutions, deputy heads, and senior instructors in job groups ‘K’ and below will receive this allowance.

    It is pensionable if it is received promptly prior to retirement and will be discontinued if the teacher ceases to perform administrative responsibilities.

    Special School Allowance

    Teachers with special education skills who are assigned to special schools or units will receive this allowance, pursuant to the rates established by the Commission.

    Discontinuation will occur when the teacher ceases to fulfill their obligations at a special school.

    Reader’s Facilitation or Aid Allowance

    Teachers who are blind, mute, dumb, or have physical disabilities will receive this allowance, which has been certified by the National Council of Persons with Disabilities.

    Leave Allowance

    The commission will establish the rates for the annual leave allowance that will be provided to all instructors on the TSC payroll.

    Transfer Allowance

    Teachers will receive a transfer allowance from the commission; however, the information presented did not provide any specifics regarding this allowance.

    These allowances are not pensionable, with the exception of the responsibility allowance, which is pensionable if earned up to and including the final date of retirement.
