Focus on TSC After Another Director’s Tragic Death Linked to Depression.

Justus Ndubi, the Sub-County Director (SCD) for Kakamega North TSC, succumbed to depression following his separation from his ailing wife.

In 2018, the discipline department at TSC headquarters relocated Ndubi, a graduate of Moi University, to Kwale’s Lunga Lunga Sub-county. Kwale is one of the area’s most isolated sub-counties and borders Tanzania on the coast.

At the time, Ndubi, one of the longest tenured employees at the commission headquarters, was caring for a seriously ill wife. To care for her and maintain her, he requested that the commission consider sending him back to the Nairobi headquarters or any sub-county there.

But the commission chose to move him to the Western region’s Kakamega North Sub-county. Following the death of his wife last year, Ndubi addressed a heartfelt letter to Rita Wahome, the former staffing director, and Dr. Nancy Macharia, the CEO of TSC.

He explained that he had appealed to be relocated closer to Nairobi because his wife was suffering from chronic kidney failure, requiring frequent dialysis at Nairobi Hospital and the need to search for blood donors every two weeks.

Despite his appeal, he claimed that his situation was disregarded, and he was instead transferred to Kakamega, over 1000 kilometers away from Nairobi, where he resides. Additionally, he mentioned being denied transfer allowance, with the justification that he had requested to move closer to home, although he stated that he did not have a home in Kisii.

He concluded by revealing that his wife was now in Chiromo mortuary, expressing regret for not being able to care for her adequately, and described the decision as heartless.

“Dear Nancy Macharia and Rita Wahome? You transferred me from Nairobi to Kwale. I appealed to be rerouted to the environs of Nairobi because my wife had chronic kidney failure, and I used to take her to Nairobi Hospital twice a week for dialysis and look for blood donors after every two weeks. You didn’t bother to hear my predicament; instead, you transferred me to Kakamega, a distance of more than 1000km and yet I reside in Nairobi. You denied me transfer allowance, saying I had requested to move near home and yet I don’t have a home in Kisii. Now my wife is in Chiromo mortuary. I should have cared for her a bit but you were so heartless. Don’t issue a circular about her death. Whoever can forward kindly do so,” he wrote.

On May 25, 2023, his fellow employees and associates disseminated the message widely via a variety of media.

His coworkers claim that his wife passed away at their Nairobi house by herself. His coworkers claimed that this death deeply affected him and fundamentally changed his personality.

They claimed he frequently stayed by himself, spoke to himself occasionally, showed up late for work, and missed important meetings. Reports raised significant alarm when they discovered he had distanced himself from his friends and family.

In addition, he started drinking heavily, which according to his peers was rather unusual.

He was obviously depressed, especially in the wake of his wife’s passing. One of his coworkers in Western Kenya said, “He no longer had desire to work and severally talked about death.”

According to his coworkers, he was absent from work on that fatal day. Upon visiting his residence to check on his well-being, they found it locked.

After receiving an alert, the police broke into the residence and discovered his body lying in a pool of blood. Later postmortem results revealed that heart arrest was the cause of his death.

This incidence occurred shortly after the passing of an SCD in Homa Bay County.

Recently, David Muruka, an Awendo-based soldier, passed away while relaxing on a chair in his home. In addition to a cardiac arrest, the autopsy revealed that he may have been depressed, according to colleagues.

SCDs have frequently complained about stress at work, job problems, and long-term lack of promotion.

These issues were brought up at a TSC-convened meeting held in Naivasha last year, but despite promises that their concerns would be investigated, nothing came of it.
