    TSC Cracks Down on School Fires with Tougher Penalties, New Directives for Principals.

    School heads nationwide are under mounting pressure as the Teachers Service Commission (TSC) enforces stricter measures to address the rising number of school fires disrupting learning. The TSC recommends severe penalties for those responsible for arson, including potential jail terms.

    This decisive approach follows a surge in fires across educational institutions during the critical third term. TSC officials insist that immediate action is necessary and have urged school heads to collaborate with law enforcement agencies in investigating these incidents.

    TSC Chief Executive Officer Nancy Macharia emphasized that student safety must be the top priority, calling for legal and administrative measures against the culprits.

    Lax Safety Enforcement

    The directive comes after numerous violations of safety standards in schools, with many administrators failing to implement the Safety Standards Manual for Schools.

    This manual is essential for maintaining student welfare and order, yet poor enforcement has left institutions vulnerable to unrest.

    Nancy Macharia warned that any school heads found non-compliant will face severe disciplinary measures.

    Recent inspections revealed widespread neglect of safety regulations, leading to both property destruction and tragic loss of life, severely impacting the academic calendar, especially for Kenya Certificate of Secondary Education (KCSE) candidates.

    More than 100 schools have temporarily closed due to fear of further disruptions. The fires have raised alarms at multiple levels of government.

    Calls for a Mid-Term Break

    Kaiti MP Joshua Kimilu, representing a constituency hit hard with 25 unrest cases, urged the government to consider implementing a mid-term break in the third term to relieve tensions and curb further destruction.

    The third term is crucial for KCSE students, and no break currently exists. However, the rising unrest calls for such interventions.

    Education officials, including Education Cabinet Secretary Julius Ogamba, expressed deep concern over the escalating indiscipline and fires.

    Ogamba noted that non-compliance with safety guidelines has resulted in loss of lives and significant damage to school infrastructure. He added that the TSC’s intervention is timely, given the critical nature of this academic period.

    Root Causes of School Fires

    The exact cause of these fires remains unclear, but initial reports suggest that student frustration stems from the absence of mid-term breaks, worsened by the aftermath of the recent teachers’ strike.

    The strike, which left students idle for weeks, has heightened tensions. In some schools, students reportedly voiced their frustration about not being allowed to go home, further escalating the situation.

    The Ministry of Education plans a comprehensive inspection to investigate the reasons behind the unrest and ensure stricter adherence to safety protocols.

    Basic Education Principal Secretary Belio Kipsang stressed the importance of understanding the drivers behind the wave of destruction and implementing preventative measures.

    TSC’s Preventative Measures

    The TSC has introduced new directives requiring school heads and deputies to be present on school grounds at all times to ensure better supervision. Increased monitoring of students is also mandated to detect signs of unrest early and prevent escalation.

    The situation reached a critical point following the tragic incident at Endarasha Hillside Academy, where 21 male students perished in a dormitory fire. Investigations into the fire are ongoing, but the tragedy has underscored the urgency for both government officials and school leaders to take swift action.
